Under the authority of Federal Acquisition Regulation 6.302-1, Only One Responsible Source, the U.S. Census Bureau intends to negotiate a sole source acquisition with Whirlwind Technologies, LLC, located in Largo, Maryland. for the provision of non-personal services relating to the Census Bureau's integrated Computer Assisted Data Entry (iCADE) and Content Metadata (COMET) system for creation of SDLC architectural and system documentation. This will be for the current state and future hardware configurations for domestic and international projects support on data model implementation, and automated testing implementation. Support on international and domestic projects that fully documents the current state and the hardware infrastructure configuration for the future state that is to be developed and implemented as it relates to the metadata and business rule extraction from the COMET Metadata Repository that feeds the iCADE, CIRA and the Enhanced Operational Control Systems.

All project personnel are required to have at least three years experience in setting up and developing iCADE network infrastructures on the domestic iCADE environment in NPC. The International iCADE infrastructures established in Kenya and Bangladesh, the in-house COMET metadata repository and enhanced operational Control Systems Network. Specialists must also have at least five years experience in developing hardware and network infrastructure designs, implementation techniques, and tools for achieving the most efficient solutions.

Security Specialists must have at least 5 years experience in developing and implementing System security plans and at least three years' experience in developing iCADE, COMET, Enhanced Operational Control systems security plans, testing iCADE and performing security scans to minimize potential security risks.

 The referenced company has identified adequate, committed personnel with the required skills and necessary experience.  The work will take place at the U.S. Census Bureau Headquarters (HQ) in Suitland, Maryland and the U.S. Census Bureau, National Processing Center (NPC) in Jeffersonville, Indiana. Whirlwind Technologies, LLC is the only known source with the required specialized expertise to meet the requirements.

This is not a solicitation announcement or an invitation for bids. In accordance with the Federal Acquisition Regulation 5.207, all responsible sources may submit a capabilities statement. Information received regarding this announcement will be considered solely for the purpose of determining the feasibility of a competitive procurement. Otherwise, the Census Bureau believes it is in its best interest to acquire information and technological recommendations, creation of SDLC architectural and system documentation, and data model implementation, automated testing implementation support for the Metadata Repository as it feeds the iCADE, CIRA, and enhanced Operational Control systems, from Whirlwind Technologies, LLC.
