It is the intent of the Government to issue one of the aforementioned BOAs to L-3 Telemetry on a sole source basis to procure advanced TmNS components design and development. The requirement also entails procuring limited production quantities of the advanced design, testing and integration, and required support services. The overall goal is to further define iNET standards that are currently in draft stage. The BOA will be in effect for five (5) years and it will include provisions to issue delivery orders with Cost Plus Fixed Fee (CPFF) and Firm-Fixed Price (FFP) CLINs. It is anticipated that orders placed under the BOA covering the first two years will entail conducting advanced component design, development and testing (CPFF). The remaining three (3) years will entail procuring production quantities (FFP) and the maintenance and integration support services (CPFF).
L-3 Telemetry has been involved in iNET project since 2005 to either test new ideas or to refine previously adopted portions of the draft iNETstandards. The effort will require L-3 Telemetry to continue with their on-going efforts to modify/advance their current designs in place for the components. The advanced prototypes will be implemented within fully operational devices in the actual environment that they are ultimately to be used. Once built, the advanced prototypes must be verified for their complete compliance with the draft iNET standards, which also requires validating that the standards are sufficiently detailed to achieve the desired interoperability. L-3 Telemetry is the only firm with the knowledge, expertise, and proprietary technical data required to perform this design and development effort to further advance their existing configuration of the components needed. The Government does not possess the required technical data to compete this procurement.
