The Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an order to Northrop Grumman Systems Corporation-Aerospace Systems (NGSC-AS), San Diego, CA, under an existing Basic Ordering Agreement, for an integration study to include analysis of an upgrade of the Mission Processing Unit (MPU) and the addition of weapons on the MQ-8C Air Vehicle.  The results of these integration studies assist in the determination of potential upgrades/alternatives to the MPU and reduce future weaponization risk through early design work on integrating potential weapon systems into the existing air vehicle architecture. 

For this proposed contract action, the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." NGSC-AS is the sole designer, developer, manufacturer, and integrator of the MQ-8 Fire Scout UAS, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements to conduct Integration Studies for the MQ-8C.

 

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
