The US Army Corps of Engineers - Engineer Research and Development Center (ERDC), Geospatial Research Laboratory (GRL) intends to award a sole source, firm fixed-price purchase order to Libelium Comunicaciones Distribuidas SL (Cage Code 09473F) for modular, integrated, mesh networking hardware infrastructure that includes sensors, radio communication hardware, battery power supplies, solar recharging panels, flexible networking programming, and the ability to create custom data-serving services with a standard interface; pursuant to FAR 13.106-1(b)(1) Soliciting from a single source.

Libelium Comunicaciones located in Zaragoza Spain, is currently the only known source reasonably available to provide a solution to the Government's need 1) that possesses a reconfigurable array of ports capable of interfacing with multiple sensor types; 2) includes logic, power, measurement, and radio frequency (RF) communication electronics for querying an array of multiple sensor types; and 3) is programmable and capable of interfacing with existing DOD computing systems. Each of these three features are captured in Libelium's Waspmote and original equipment manufacturing (OEM) product lines.

The associated North American Industry Classification System (NAICS) code is 334419, was has a size standard of 750 employees.

This Notice of Intent is not a request for competitive quotations; however interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Note: The Government does not intend to pay for any information received in response to this announcement.

Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.
