The 673d Contracting Squadron, Joint Base Elmendorf-Richardson ABW, Alaska intends to award a sole source purchase order to Alcon Laboratories Inc. for an Allegretto Excimer Laser System as a result of them having technology that specifically addresses the induction of spherical aberrations during refractive laser eye surgery and to comply with Army MEDCOM requirements. For these reasons, only this manufacturer can provide the equipment required.

This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open Competition as authorized by FAR 13.501. The anticipated award date is 11 March 2011. Please note that this is not a request for competitive proposals. However, all interested parties who believe they can meet the requirements are invited to submit in writing complete information describing their ability to provide the product/services listed above. Deadline date for the submittals is 10 March 2011 at 12 pm Alaska Standard Time.

A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
