Under the authority of FAR Part 6, subpart 6.301-1 VA intends to award a sole source contract to The Psychological Corporation (TPC) for the purchase of psychological tests to be used on VA's Decentralized Hospital Computer Systems (DHCP). Beck Anxiety Inventory (BAI) Beck Depression Inventory (BDI) Beck Depression Inventory II (BDI-II) Beck Hopelessness Scale (BHS) Beck Scale for Suicide Ideation (BSS) Micrcog Assessment of Cognitive Functioning (MICROCOG) TPC has exclusive distribution rights from the copyright holders for the tests included in the license agreement. Any response must show clear and convincing evidence that the responder can meet the requirements listed herein and competition would be advantageous to the Government. Interested parties have 10 days from publication of this synopsis to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days or without sufficient information to enable the Government to determine that a firm is qualified and capable to perform contract requirements, will be deemed non-responsive and will not be considered. A determination by the Government not to conduct a competitive procurement based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable. Absence a response to this notice within 10 days, an award may be made to The Psychological Corporation.
