The Consumer Product Safety Commission (CPSC) intends to issue a solicitation on a sole-source basis to X-Ray Optical Systems, Inc, 15 Tech Valley Drive, East Greenbush, NY 12061-4134 for HD Prime and Mobile Analyzer Level 1 maintenance service. The service requested is for a preventive maintenance and extended warranty agreement existing HD Prime and HD Mobile high definition energy dispersive x-ray fluorescence spectrometers from X-Ray Optical Systems (XOS) that Consumer Products Safety Commission (CPSC) currently has and use at the lab. These XRF analyzers utilize proprietary optics and techniques and XOS is the only known complete supplier of parts and service for their equipment. XOS is only known vendor with the technical expertise to service and provide necessary software updates on their unique proprietary XRF systems. Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements.
