The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) is posting this pre-solicitation notice to announce their intent to issue a solicitation for the Improved Outer Tactical Vest (IOTV) and Modular Scalable Vest (MSV) surrogate Shoot Packs in support of Product Manager Soldier Protective Equipment (PM SPE), Project Manager Soldier Survivability (PM SSV), and Program Executive Office Soldier (PEO Soldier) Pathfinder S and MSV-B-100 shoot packs.

This announcement is not a request for proposals.  Contractors shall not submit proposals in response to this notice.

Proposed Solicitation Number:  W91CRB-21-R-0033

Estimated Solicitation Issue Date:  On or about 16 April 2021 with all documents, attachments and amendments posted at the Contract Opportunities website located at the following address: https://beta.sam.gov/.  No hard copies of the solicitation will be issued.  Respondents are responsible for obtaining the documentation from the stated website.

The Government intends to produce this requirement as a 100% small business set aside using the procedures at Federal Acquisition Regulation (FAR) Part 15.

The North American Industry Classification System (NAICS) Code for this requirement is 315990 Apparel Accessories and Other Apparel Manufacturing with a size standard of 500 employees.

The proposed acquisition will provide shoot packs representative of the soft armor system worn by Soldiers for torso protection which is used for hard armor testing in order to have a consistent soft armor base on which to test hard armor.  The Shoot Pack is a 15-inch-by-15-inch packet that is comprised of the Soft Armor Ballistic Insert (SABI) design and a cover.  The Army owns the Technical Data Package (TDP) to produce surrogate Shoot Packs for IOTV and MSV.  The Pathfinder S Shoot Pack design is the representative surrogate for IOTV soft armor, and the MSV-B-100 Shoot Pack design is the representative surrogate for MSV soft armor. 

The scope of work for this requirement includes all procurement and production activities necessary to manufacture the shoot packs.  To meet this immediate requirement, the Government intends to award up to two (2) firm fixed price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contracts via a competitive acquisition based upon an integrated assessment of the Technical, Price, Past Performance, Small Business Participation and Quality Assurance evaluation factors.  Subsequent to contract award, delivery orders will be competed in accordance with the fair opportunity procedures described at FAR 16.505.

Period of Performance:  Five year ordering base with each individual Notice of Fair Opportunity establishing the required delivery dates for that delivery order.

Contract Minimum includes the following Contract Line Item Numbers (CLINs) 0001 – 0003:

  1. CLIN 0001 – Pre-First Article Test (FAT) Deliverables;
  2. CLIN 0002 – FAT samples; and
  3. CLIN 0003 – Government Testing Samples

Contract Maximum includes production up to seventy-one thousand six hundred forty-one (71,641) Pathfinder S shoot packs and eighty thousand one hundred thirty-two (80,132) MSV-B-100 shoot packs.  This quantity not only includes the quantity for ballistic testing but also the base award of Pathfinder S CLIN 0003 and the required shoot pack quantities of Pathfinder S and MSV-B-100 for FAT.
