This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(6) requiring the dissemination of information on proposed contract actions.  This is a notice of intent to award a sole-source contract, and is not a request for competitive proposals.  The statutory authority for this sole-source procurement is FAR 13.106(b)(1), sole source (including brand name) and acquisitions of commercial items pursuant to FAR Subpart 13.5.

The Army Contracting Command Aberdeen Proving Ground Edgewood Contracting Division (ACC-APG-ECD), 8456 Brigade Street, Building E4215, Aberdeen Proving Ground. MD 21010, intends to award a sole source, firm fixed price contract to National Customer Service Corporation (NCS Corporation), cage code 1MUE0, located at 1385 West Goodale Boulevard, Columbus, OH 43212, to provide one (1) Brand Name Only LMP-3000 Halocarbon Monitor with Pelican Case and Vertrel Option in accordance with the attached specifications for the Physical Protection Engineering Branch of the Combat Capabilities Development Command - Chemical Biological Center (DEVCOM-CBC).  The LMP 3000 is a tracer gas analyzer used to test for leaks in filtration systems where it is not possible to evacuate the building prior to testing; therefore, necessitating the use of a non-toxic gas. The instrument is used to perform leak testing on the chemical, biological, and radiological filtration systems that supply clean air to office and living spaces at special protected sites of significant importance to national security.  NCS Corporation is the only manufacturer that provides a product that meets the portability and Vertrel detection capabilities required by DEVCOM-CBC. No other system can meet the Government's need without unacceptable delays in fulfilling the requirement and/or substantial developmental costs.
