This requirement is to provide a subscription for online, full-text archival access to 33 peer reviewed scientific journals and the Freedom Collection for 16 NOAA Libraries (“NOAA Library Network”) and NOAA facilities without a servicing library (NOAA-wide access), as well as several monographic series titles for select library locations. Journal and monographic titles will be accessed through the publisher’s web-based platform called ScienceDirect.

NOAA intends to award a sole-source contract to Elsevier B.V. under the authority of 41 U.S.C. 1901, using SAP up to $7M as authorized by FAR 13.500(a) and implemented by FAR 13.501(a). The contract period of performance includes a base period and four (4) option periods. The required subscription will provide access to titles from January 1st through December 31st of each year beginning in year 2022.
