Description: The U.S. Army Medical Research Acquisition Activity (USAMRAA) on behalf of the U.S. Army Medical Research Institute of Chemical Defense (USMRICD) intends to award a sole source Firm-Fixed Price supply contract to Olympus America, Inc., dba SEG, located at 3500 Corporate Parkway, Center Valley, PA 18034-8229; DUNS 017019618 and CAGE Code 1KN63. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b)(1)(i), and the FAR citation title is "Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization)"

8. Scope and Purpose: The USAMRICD is the Army's lead research laboratory for discovering and developing medical products and knowledge solutions against chemical threats through research, education and training, and consultation. The required equipment and parts will replace existing equipment and parts on the Olympus FVMPE-RS 2-Photon Microscope that have reached the end of their useful life. The Olympus FVMPE-RS 2-Photon Microscope allows for 3D in-vivo imaging of deep neural structures. A problem with deep imaging in brain science research is that spherical aberration increases when imaging deeper locations, making it more difficult to obtain clear images. Spherical aberration is caused by the different refractive indices of the sample and the liquid in which it has been immersed for imaging. The Olympus truResolution Water Immersion Objective overcomes this by automatically and dynamically compensating for spherical aberration while maintaining focus position, allowing for clearer and brighter images of deep neural structures. The photomultipliers digitally convert photons of light into microscopic images. The photomultipliers currently installed on the Olympus FVMPE-RS 2-Photon Microscope have reached the end of their useful life and require replacement to continue collecting microscope images consistent with the quality USAMRICD has achieved throughout the research protocol. The loss of image quality will adversely affect data collection and analysis.

10. Anticipated Delivery Period: The requirement for Olympus America, Inc. dba SEG for the delivery within 30-60 days upon receipt of purchase order.
11. Information to Industry: This Notice of Intent to Sole Source is for informational purposes only in accordance with (IAW) Federal Acquisition Regulation (FAR) 5.201 and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. Interested parties should submit a Capability Statement and pricing information for this requirement within ten (10) days of public notice to be considered by the Government. A determination to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses received will be considered solely for the purpose of determining whether to conduct a competitive requirement.
