The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures with AB SCIEX, LLC, 110 Marsh Drive, Foster City, CA 94404 for the acquisition of a Base and 2 year option Maintenance Service agreement for a AB SCIEX 4800 MALDI-TOF/TOF-MS. This instrument currently under warranty and therefore AB SCIEX is only vendor that ensure that the instrument has manufacturer performed maintenance that keeps the instrument in operating conditions. It is also necessary for AB SCIEX LLC To provide the request services due to continuity of service as well as for the propriety knowledge that only AB SCIEX LLC can provide. The agreement shall include: (1) Two onsite Preventive Maintenance visits, per contact period, by Factory Trained Service Engineer: (2) Guaranteed 2-business day on site response; (3) Engineer labor and travel included for repair visits ; (4)Factory-certified replacement parts ; (5) Smart Services - real-time instrument monitoring and diagnostics; (6) Priority telephone and e-mail access to instrument technical support from Technical Assistance Center (TAC);(7) Phone and e-mail access to Application Technical Support (ATS); (8) Factory Training and Certified Engineers perform all services repairss. The EPA has identified AB SCIEX, LLC as the only vendor capable of satisfying this requirement. The circumstance permitting "Other than full and open competition" is FAR 6.302 1 only one source and no other supplies or services will satisfy agency requirements. The intent of this notice is to determine if any other source(s) exist; and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provide the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
