The 4th Contracting Squadron, Seymour Johnson AFB, NC intends to award a sole source purchase order to Beckman Coulter, Inc.  Required item is a track system used to identify bacteria or perform antibiotic susceptibility.  Manufacturer: Beckman Coulter, Inc.  The contractor analyzer(s) shall be capable of providing the following tests: performing identification of various pathogenic bacteria isolated from urine, stool, and miscellaneous cultures to include: E. coli, Klebsiella spp., Pseudamonas spp., Staphylococcus spp., Proteus spp., Enterococcus spp., Campy spp., as well as Salmonella and Shigella.  This machine must also be capable of reporting out sensitivities for the following antibiotics: Azteronam, Ampicillin/Sulbactam, Ampicillin, Amoxicillin/K Clavulant, Levofloxacin, Cefazolin, Cefotaxime, Cefoxitin, Ceftazidime, Ceftriaxone, Cefuroxime, Cephalothin, Ciprofloxacin, Erythromycin, Gentamicin, Gentamicin Synergy, Nitrofurantoin (Urine), Oxacillin, Penicillin, Rifampin, Streptomycin Synergy, Tetracycline, Tobramycin, Trimethoprim/Sulfamethoxazol, and Vancomycin.  The standard of care provided must be in accordance with the College of American Pathologists (CAP) accrediting agency, the Joint Commission (JC) and with existing laboratory practice guidelines.  The system must fit within a space no longer than 2 feet 6 inches, no wider than 6 feet, and no higher than 1 foot 6 inches.

This purchase will be made under Simplified Acquisition Procedures and Other Than Full and Open is authorized by FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."  Limited Sources - only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.  This notice of intent is not a request for competitive proposals.  A determination by the government not to compete this proposed purchase order lies solely within the discretion of the government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive solicitation.  The closing date for this synopsis is 15 March 2016 at 1:30 P.M. Eastern Standard Time.  The anticipated award date is 30 March 2016.

APPLICABILITY OF AUTHORITY: Request to award this requirement to only one responsible source due to the fact that Beckman Coulter, Inc. is the only manufacturer of the AutoScan 4 (already being used in-house).  This is the only company able to produce supplies and reagents compatible with the system that we currently have in place.  Acquiring a different manufacturer would involve additional training to laboratory personnel, additional equipment, supplies, and reagents.
