The Naval Surface Warfare Center (NSWC) Corona Division intends to award a firm fixed price purchase order, on a sole source basis with IPG Photonics, for the procurement of a 2kW laser system. The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR 13 Simplified Acquisition Procedures.

The Naval Surface Warfare Center (NSWC), Corona Division, Measurement Science and Engineering Department, Code MS36 requires the acquisition of one (1) 2kW single-mode true continuous wave, complete laser system at 1070nm, including the compatible chiller and water cooled collimator for use in the development of a one-of-a-kind laser profile standard through the R&D metrology program.

The 2-Kilowatt Laser System described is essential to MS36 in order to stay on the forefront of Navy High Energy Metrology support for the Navy High Energy Laser (HEL) systems. It is the integral follow-on portion of the Command Improvement Project (CIP) to upgrade the Laser Laboratory in Measurement Science Technology Laboratory. The acquisition of one (1) 2kW, single-mode, true continuous wave, laser system at 1070nm with compatible chiller and water-cooled collimator, is for use in the development of a one-of-a-kind laser profile standard through the R&D metrology program.

The North America Industry Classification System (NAICS) for this acquisition is 333517, with the business size standard if 500 employees.

No solicitation package will be issues. This notice is not a request for competitive quotations; however, all responsible sources that are interested may identify their interest and capability. Responses to this notice must demonstrate clear and convincing evidence that future competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission or objective. The Government will not be responsible for any costs incurred by responding to this notice.

A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct competitive procurement in the future.
