MEMORANDUM FOR ALL CONTRACTORS

SUBJECT: Notice of Intent to Sole Source

1. Homestead Air Reserve Base (HARB), Florida, intends to solicit and award a sole source contract to COMMEMORATIVE AIR FORCE, 5661 Mariner Dr, Dallas, Texas 75237-4728, United States for the "Tora Tora Tora" performance at Wings Over Homestead Air Show 1-2 April, 2023, at Homestead ARB, FL. Tora Tora Tora is a  reenactment of the bombing at Pearl Harbor. "Tora, Tora, Tora" will be providing a full reenactment of a WWII air-to-ground attack with pyrotechnics and their own announcer. The act will consist of eight replica Japanese aircraft composed of Zero fighters, Kate torpedo bombers, and Val dive-bombers. The Tora Bomb Squad provides the realistic simulation by detonating ground-based pyrotechnics. The Tora Announcer provides the historical narration.  Music and sound effects are supplied by the contractor.

2. This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). The procurement is for Air Show Performance and Services. Commemorative Air Force is the only company that performs the "Tora Tora Tora" act. Only one responsible source has been identified as reasonably available to provide the service that will satisfy the agency requirements. Therefore HARB seeks to issue a sole source firm fixed price contract to COMMEMORATIVE AIR FORCE for the "Tora Tora Tora" performance. 

3. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 711510 and the Small Business size standard is $8,000,000. 

4. Interested persons may identify their interest and capability to respond to the requirement or submit quotes.  This notice of intent is neither a request for competitive quotes nor a solicitation for offers.  Firms that believe they can provide the required services are encouraged to identify themselves and give written notice to the Contracting Officer by 4:00 p.m. Eastern Standard Time, 20 Dec 2022.  A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any interested party may inquire with the below point of contact.The Government does not intend to pay for any information provided under this notice. This synopsis does not constitute a solicitation, however all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no responses are received by 4:00 p.m. Eastern Standard Time, 20 Dec 2022, a Sole Source contract will be pursued with COMMEMORATIVE AIR FORCE.
