The Regional Health Contracting Office – Pacific, in support of Tripler Army Medical Center (TAMC), Hawaii, intends to make a sole source award to Cerus Corporation for the purchase of Cerus Intercept Platelet Pathogen Reduction Sets. These supplies are the only ones that can meet the Government’s need. Cerus Corporation is the sole provider of the Cerus Intercept Platelet Pathogen Reduction Sets which uses a chemical agent (amotosalen) that is activated by ultraviolet A (UVA) light to bind nucleic acids so that DNA cannot replicate and thus the cell cannot replicate. The platelet pathogen reduction sets is used in conjunction with platelets and plasma in an Intercept processing set. The authority permitting this award without providing full and open competition is cited in FAR 13.106-1(b)(1)(i) which authorizes the government to award contracts when there is only one source available (e.g. urgency, exclusive licensing agreement, brand name or industrial mobilization).
