The Department of Children and Families (DCF) reviewed and explored several evidence-based options of in-home service models to meet these needs. DCF has identified Youth Villages Intercept® program as the targeted model for implementation in Wisconsin, due to its evidence-based program status, with a ‘Well-Supported’ rating on the Title IV-E Prevention Services Clearinghouse and its documented success in the areas DCF is targeting. The goals of Intercept are to keep more youth in their homes with their families, reduce the length of time youth are in out-of-home care placement, reduce the number of youth placed in group care settings, and reduce length of time youth remain in group care. The Intercept® program accomplishes these goals by providing intensive and direct in-home services to families to develop the skills and capacity of the family to meet the needs of their child/youth, using established evidence-based and trauma-informed interventions targeting the motivations and root causes of the youth’s behaviors. The purpose of this Request for Grant Proposal (RFP) is to provide interested parties with information to enable them to prepare and submit a proposal for the implementation of the Intercept® program in Wisconsin in Milwaukee County to provide voluntary program services to children and families served by DCF’s Division of Milwaukee Child Protective Services (DMCPS) and will be required to collaborate with DMCPS contract partners that utilize the Intercept® program. The contract resulting from this RFP will establish a fee for service relationship with DCF, create the mechanism for referrals and payment for daily fee for service rates, will provide time-limited funding for startup costs and yearly funding for fees for services. In addition, the successful Proposer will be responsible for recruiting, hiring, training, and retaining employees for Intercept® services and holdfast to the fidelity of the Intercept® model. The successful Proposer will be expected to enter into a licensing agreement with Youth Villages within 60 days of contract signing in order to implement the Intercept® program. Pre-certification by Youth Villages to provide Intercept is required at the time your proposal is submitted (see Section 5.1 and 6 for further details). The process of pre-certification is conducted free of charge for the prospective implementing organization and can take up to 30 days to complete. If awarded a contract, the Proposer will be required to complete the certification process with Youth Villages. Due to the nature of the Intercept® program, organizations who contract with DCF to provide child welfare case management services are not eligible to submit a response to this RFP.
