This is a Pre-solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes only pre-solicitation; proposals are not being requested and a written solicitation will not be issued. Reference number PR180673 is issued as a Pre-solicitation through Federal Acquisition Circular 05-32. The NAICS code is 238290 Other Building Equipment Contractors or 541330 Engineering Services. This procurement will be processed under Full and Open Competition. The applicable NAICS code again is 238290 or 541330. The basis for award of the resultant contract will be on the Best Value to the Government as established by the tradeoff process evaluation approach, cost and non-cost factors considered.
The United States Secret Service (USSS) has a requirement for the replacement of walkthrough turnstiles with an interlocking ballistic portal system (mantrap).
The interlocking ballistic portal systems will be installed at two separate entry points in one of our Washington, DC facilities.
NLT 12:00pm EST, Wednesday June 10, 2009, all interested parties must contact Charles James III via email and submit the below requested information to
1) be considered for inclusion of receiving the solicitation packet and
2) to receive information on a one time on-site visit for technical and pricing purposes. The site visit shall be held on Friday, June 19, 2009 at 9:00am EST.
All responsible sources shall submit the below information to the Contracting Officer before a copy of the solicitation can be obtained. Please submit to Charles W. James III the following:
1. Capabilities Statement from your company (no more than 5 pages) with historical data that your company has knowledge of and is associated with projects regarding an interlocking ballistic portal system (mantrap).
2. Confirmation that company is CCR registered and active (www.ccr.gov)
3. Signed and returned Non-Disclosure Agreement (attached)
