HCPS intends, through this solicitation, to identify qualified Awarded Vendor(s) to provide qualified interpreters for the deaf or hard of hearing (hereinafter noted as “Interpreters”). The provision of commodities and contractual services under this solicitation include, but not limited to the provision of all labor, materials, supervision, equipment, incidentals, and related items necessary to complete the requests in accordance with the specifications. Interpreting services including but not limited to, sign language interpreting, oral interpreting, and transliteration will be delivered in an educational environment, unless otherwise requested, and on an “as needed” basis as determined by the Supervisor of Exceptional Student Education for Deaf/Hard of Hearing Programs or designee (hereinafter noted as “ESE” Department). The “need” will be determined by using data regarding particular schools and individual requests received from schools, students, parents, and others. A specification may be expressed as a standard, a part of a standard, or independent of a standard. No specification is intended to unnecessarily limit competition by eliminating items capable of satisfactorily meeting HCPS actual needs and preferences. The fact that a manufacturer or supplier chooses not to product or supply equipment, supplies, or services to meet these specifications will not be considered sufficient cause to adjudge these specifications as restrictive.
