The Naval Medical Logistics Command (NMLC) is seeking sources to provide intraoperative monitoring services in support of the Naval Medical Center (NMC) Portsmouth, VA. The contractor shall provide intraoperative monitoring services for an estimated 100 surgical cases per year. Interpretation can be performed on-site or remotely. Board certification in Neurology by the American Board of Psychiatry and Neurology is required.

Services are required to include the following modalities: somatosensory evoked potentials (SSEP), motor evoked potentials (MEP), electromyography (EMG), electroencephalography (EEG), cortical mapping, brainstem auditory evoked response (BAER), brain stem recordings, etc. The Contractor shall be prepared to provide service on up to three cases at the same time. Service is required, as requested, for scheduled and emergency procedures. Service for scheduled procedures will be provided Monday through Friday, exclusive of Federal holidays, from 0650 through 1800 hours. Service for emergency procedures shall be provided at any time Monday through Sunday, including after hours, weekends and Federal holidays. Notification will be provided no more than 1 hour in advance of the need for an emergency procedure. The contractor shall furnish all equipment and supplies necessary to provide the services described above. The estimated period of performance is 01 May 2016 through 30 April 2021.

This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data (including a description of remote monitoring, if applicable) and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract.
