The U.S. Department of Health and Human Services, Program Support Center, through the Program Support Center, Strategic Acquisition Service, intends to award a sole source contract in accordance with Parts 6.302-1 (a)2) of the Federal Acquisition Regulation to INSTITUTE OF MEDICINE OF THE U.S. NATIONAL ACADEMIES OF SCIENCE. The purpose of this acquisition is to require the services of the Institutes of Medicine to plan, coordinate, and implement a forum focused on global violence prevention. This will be a joint initiative between the Institute of Medicine Board on Global Health, National Research Council Committee on Law and Justice, and National Research Council Board
The Office on Womenâs Health (OWH) has a compelling need for this acquisition to be sole source because the Institutes of Medicine (IOM), the health arm of the National Academy of Sciences, works outside of government to provide unbiased and authoritative advice to decision makers and the public. The IOM acts as the only institutional entity of its kind in the Washington, DC area to ask and answer the nationâs most pressing questions about health and health care. Many of the initiatives that the IOM undertakes begin as specific mandates from Congress; still others are requested by federal agencies which have provided the platform for IOMâs outstanding credibility and experience to provide recommendations which are authoritative and will be widely accepted across the United States. IOM is the only organization which has the capacity to assist OWH in making informed health decisions by providing reliable evidence and convening pertinent stakeholders together in order to address the common and recurring social determinants of violence through public health tools and methods as needed for the Forum on Global Violence Prevention. This joint initiative will approach violence prevention in a cross-sectoral manner. This Forum will provide a setting for the continuing learning, communication, integrations, and exchange of strategies for the prevention of several types of violence worldwide, especially those that disproportionately affect women. Not awarding this contractor will adversely affect OWHâs work in advancing the elimination of violence against women (VAW) and girls in our country and the world. Hence, this contract meets regulations as stated in FAR 6.302-1. Moreover, the services of this contract foster outreach and support the mission of OWH, to eliminate health disparities among minority populations and promote health for women and girls across the lifespan. INSTITUTE OF MEDICINE OF THE U.S. NATIONAL ACADEMIES OF SCIENCE is the only responsible source that will meet the needs of the Government.
THE PROPOSED SIMPLIFIED ACQUISITION ACTION IS FOR SUPPLIES AND SERVICES FOR WHICH THE GOVERNMENT INTENDS TO SOLICIT AND NEGOTIATE WITH ONLY ONE SOURCE UNDER AUTHORITHY OF FAR 6.302-1. INTERESTED PERSONS MAY IDENTIFY THEIR INTEREST AND CAPABILITY TO RESPOND TO THE REQUIREMENT OR SUBMIT PROPOSALS WITHIN 10 DAYS AFTER THE DATE OF PUBLICATION OF THIS NOTICE. A DETERMINATION BY THE GOVERNMENT NOT TO COMPETE THIS PROPOSED CONTRACT ACQUISITION BASED UPON RESPONSES TO THE NOTICE IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. INFORMATION RECEIVED WILL NORMALLY BE CONSIDERED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER TO CONDUCT A COMPETITIVE PROCUREMENT.
