This is a sources sought request only, not a solicitation announcement. This is NOT a request for proposals or quotes and in no way obligates the Government to award any contract. The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research seeking antenna solutions to enable connectivity to the Iridium/Iridium NEXT network (L Band), and also provide Global Position System (GPS) (L1 and/or L2) connectivity. Iridium asset tracking, voice communications, and data transfer/connectivity are all capabilities that the USCG is potentially planning to incorporate into their aviation fleet: MH-65D/E, MH-60T, HC-130J/H, HC-144 and C-27J aircraft.

USCG aviation utilizes a number of antenna solutions to access a wide variety of operating frequencies. All of these antennas require a mounting solution to the aircraft. The USCG is seeking information of any unique/flexible mounting solution to utilize existing mounting interfaces or antennas providing access to multiple frequency bands.
The USCG is likely moving towards utilizing the Mobile User Objective System (MUOS) SATCOM network. An antenna solution allowing connectivity to L Band, GPS, and MUOS would be desirable.

For reference USCG currently utilizes:
•1616 - 1626.5 MHz for Iridium
•L1 1228.60 MHz and L2 1575.42 MHz for GPS
•243 - 380 MHz (planned for MUOS)

When responding to this RFI, please include the following information:

(1) Provide a specification sheet and mounting requirements/layouts for any proposed antenna solution. This also can include a capabilities statement.

(2) Is the solution currently in production? If not, when is the product planned for production?

(3) Please provide the details and terms of any standard warranty included with the product.

(4) An Airworthiness certification for any type of proposed antenna solution is required. Indicate the type of certification the product has.

(5) Is your product listed on a General Services Administration (GSA) schedule?

(6) Is your firm a certified hub zone firm, woman-owned or operated or certified Service-Disabled Veteran-Owned? If so, indicate which apply.

(7) Do you have other Government/military agencies using the product, and if so which agencies, POCs and contract numbers?

(8) What additional information would be needed from the USCG to better provide an answer to this RFI or any potential Request for Proposal (RFP) for this type of solution?

Responses to this notice should include company name, address, telephone number, and point of contact (POC).

After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Federal Business Opportunity (FBO) website. Responses to this sources sought synopsis are not adequate response to any future solicitation announcement. All interested offerors will have to respond to the solicitation in addition to responding to this sources sought synopsis. Responses to this sources sought synopsis are NOT a request to be added to a prospective offerors list or to receive a copy of the solicitation.

E-mail responses are preferred and may be sent to [email protected]. Please indicate "Iridium Antenna" in subject line.
