The Air Force Test Center (AFTC), Installation Contracting Division (PZIOAD), Eglin AFB, FL, intends to solicit and award a sole source contract to Roper Scientific Inc. DBA Princeton Instruments, 3660 Quakerbridge Road, Trenton, NJ, 08619-1208 for an ISO Plane Imaging Spectrograph with gratings and software. Princeton Instruments is the only known manufacturer able to provide an ultraviolet-sensitive  ISO Plane Imaging spectrograph with the single 160 mm entrance slit with a single 203 mm exit focal length containing an on-axis grating rotation on an interchangeable triple grating turret. The anticipated contract will be a Firm Fixed Price (FFP) Commercial Purchase Order.

The statutory authority which permits other than full and open competition for this acquisition is implemented by FAR 13.106-1(b). It is the Government's intent to proceed with this sole-source action. The applicable NAICS code is 339999. The size standard as defined by the U.S. Small Business Administration is 500 Employees. Anticipated award date is 13 August 2015. The requirement will consist of:

CLIN 0001: ISO Plane Imaging Spectrograph,
P/N: ISO160-19-FS-NP-MS-CM-NS-G3-UJ
Quantity: 1 Each

CLIN 0002: Gratings,
P/N: HAD-JBA-GAA-G3 Quantity:1 Each

CLIN 0003: Lightfield Acquisition Software,
P/N: 4412-0137 Quantity:1 Each

THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. All responses received by the anticipated award date specified in this notice will be considered by the Government. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's capability to provide these services. Verbal responses are not acceptable and will not be considered.
