The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to BioQuell Inc. of Horsham, PA 19044 for Bioquell Qube M-2.  (See RFQ attached.)  The Bioquell Qube is a modular and mobile sterile environment that can function as a closed sterile testing environment required for USP <71>.   To the best of our knowledge all other sterility testing isolators were “in-place” that required a permanent space and access to building ducts. This is a “plug and play” modular system that is on wheels to be stored anywhere while not in use.   Other products considered had footprint that were too large and required permanent/dedicated space to be used.

The Qube modularity and built-in environmental control and auditing features are key to a USP sterility testing requirement. These same requirements will be a factor in our joint FDA/CDC product implicated HAI outbreak investigations and give us the same audit and compliance abilities required by FDA regulated manufacturers. Therefore, it is in the Government best interest to continue using Bioquell Qube products.

This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 41 U.S.C. 3304(a)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. 

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within fifteen (15) days of the issuance of this notice will be considered by the government.  A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.  Any quotation/response should be emailed to contract specialist at [email protected] by COB July 26, 2022.
