This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.   

Synopsis/Solicitation N0017820Q6708 is issued as a Request for Quotation (RFQ).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation as indicated in the attached SF18.  The SF18 form is being utilized to generate the applicable clauses from the Standard Procurement System. 

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name or Equal basis to MC2 SABTECH HOLDINGS, INC., doing business as IXI Technology.  IXI products are the only ones that have proven to consistently work under heavy load, so purchasing any other NTDS analyzer is high-risk and could drive schedule delays to the entire program.  The NTDS Analyzer and Parallel Tap must be compatible in all aspects (form, fit and function) with existing systems presently installed.  Failure to procure this specific NTDS Analyzer and Parallel Tap will result in a stoppage of work, leaving critical mission specific requirements unfulfilled.   IXI Technology is located in Yorba Linda, CA. 

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 13.  The order shall be firm fixed price.

IXI Technology reseller letter(s) of authorization must be included with the quote to prevent your quote from being excluded.  Your quote and supporting documents must contain enough technical information to evaluate your quote.  The quote will only be evaluated on the information you provide. Award will be made based on Lowest Price Technically Acceptable.  Your response will not be considered if you have not provided proof of compliance with all solicitation requirements.  The order shall be firm fixed price.
