Mission and Installation Contracting Command, Fort Gordon, GA intends to negotiate/award a sole-source contract with Thermo Fisher Scientific North America, LLC to provide annual maintenance for the TSQ Quantum Access Max system (s/n TQU02420). Thermo Fisher Scientific has proprietary rights to the design and software utilized. The authority for the non-competitive award is FAR 13.501(a) Sole Source Acquisition. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR Part 13 and Commercial Procedures in FAR Part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. This award is for a period of performance of a base year and two option years. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 1100 hrs 2 December 2013, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
