Synopsis:
THIS IS NOT A SOLICITATION. This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) - or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or services whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking proposals and will not accept unsolicited costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will NOT be returned. This announcement is based upon the best information available and is subject to future modification.

Overview:
Qualified small business contractors are those contractors that are specifically authorized, certified and approved to perform equipment maintenance, repair, inspection and annual certification on BOTH CUMMINS and CATERPILLAR brand generators listed below.
Provide all of the labor, tools, parts, and equipment to provide complete service maintenance and load banking on eight (8) generators at the St Cloud VA Healthcare System, 4801 Veterans Drive, St Cloud MN. All maintenance and testing shall be in accordance with the requirements of NFPA 110 and The Joint Commission Standard EC.02.05.07.
Please review the attached draft Statement of Work detailing the scope and requirements for this project.

Information Requested from Industry:
In response to the RFI, interested contractors shall submit the following information:
1. Company Information / Socio-Economic Status
a. Provide the company size and POC information.
b. VA has identified the appropriate North American Industry Classification System (NAICS) code 811310: Commercial and Industrial Machinery and Equipment (Except Automotive and Electronic) Repair and Maintenance, which has a size standard of $7.0 Million for this RFI. Please identify and explain any other NAICS codes your company believes would better represent the predominated work included in the attached PWS.
2. Capabilities/Qualifications
Include a description of the capabilities/qualification/skills your company possesses to complete the work described in the Statement of Work. Assessment of capabilities to perform requirements noted in the RFI/PWS. In your description, please specifically address the following:
a. Indicate the capacity of your load bank equipment; and
b. Indicate whether you are an certified, authorized, and approved Cummings and/or Caterpillar Service Provider.

TRI ANNUAL GENERATOR LOAD BANKING AND MAINTENANCE SOW
Provide all of the labor, tools, parts, and equipment to provide complete service maintenance and load banking on eight (8) generators at the St Cloud VA Healthcare System, 4801 Veterans Drive, St Cloud MN. All maintenance and testing shall be in accordance with the requirements of NFPA 110 and The Joint Commission Standard EC.02.05.07.
The following work shall be conducted each year on each individual generator unless noted:
1. LUBRICATING SYSTEM:
(a.) Change lubricating oil.
(b.) Check for oil leaks.
(c.) Change oil filter/filters.
(d.) Lubricate all moving parts (i.e. generator, cranking motor, fan hub).
2. FUEL SUSTEM:
(a.) Change all fuel filters. Drain water/sediment from bowl.
(b.) Check hydraulic governor oil level; change if necessary .
(c.) Clean full pump screen.
(d.) Adjust injectors and valves and clean inlet screens, if necessary.
3. COOLING SYSTEM:
(a.) Check for leaks. Report to owner any damaged worn parts.
(b.) Check and adjust belt tension for water pump/ fan. Report to owner belts in need of replacement on years where a belt change is not required. Next scheduled change is in 2015.
(c.) Change coolant filters.
(d.) Check radiator condition. Check radiator cap for proper operation and report to owner if failure during testing.
4. AIR SYSTEM:
(a.) Service air cleaner.
(b.) Check air and vent tube connections.
(c.) Check and service crank case breather: replace or clean element.
(d.) Replace dry type element. Must be UL900, Class 1 type filters.
(e.) Check operation of louvers.
5. OTHER:
(a.) Complete a general inspection of generator set and controls. Verify proper operation of transfer switch.
(b.) Inspect engine for external worn parts.
(c.) Check for proper operation of engine heaters.
(d.) Adjust engine speed to optimal setting.
(e.) Check engine exhaust system for leakage. Record exhaust temperature to comply with manufacturers recommended level.
(f.) Check turbo charger rotor for wear and seal leakage.
(g.) Run engines and check for proper lube oil pressure, fuel oil pressure, water and oil temperatures, and color and density of exhaust gases. Report to owner failed gauges or sending units.
(h.) Check for proper governor operation.
(i.) Check batteries and add distilled water as needed. Verify proper operation of battery charger. Report to owner any batteries in need of replacement.
(j.) Verify proper operation of main circuit breaker on generator and docking stations.
NOTE: Parts and materials to be furnished at no additional charge under the maintenance agreement

" Disposal of all waste oil, coolant, and filters from the maintenance.
Load banking: For years one and two, load bank all standby generators at not less than 50% of the nameplate kW rating for thirty minutes (.5 hour), followed by not less than 75% of the nameplate kW rating for sixty minutes (1 hour) for a total one and one half (1.5) continuous hours per generator.
On year three, load bank all standby generators at 30% of the nameplate rating for 90 minutes (1.5 hours), followed by at 50% of the nameplate rating for 90 minutes (1.5 hours), followed by 75% of the nameplate rating for 60 minutes (1 hour) for a total of four (4) continuous hours per generator.

It is anticipated that in 2015, we will have 1 additional 750kW Caterpillar standby generator and 1 additional 1.5mW trailer mounted Cummins standby generator. These two will not require a coolant change in year 2015. The 8 generators listed above will require a complete coolant change along with coolant filters, and engine belt replacement in 2015.
A feature of our Caterpillar generators is checking generator functions, engine functions, and adjusting same is done using an ECM module provided on the units for technicians to connect to and utilize. The successful vendor will have the training, certification and technology necessary to conduct this testing without jeopardizing generator manufacturer warranties.
All work must be completed in the month of May 2014.
Vendor to provide complete generator testing reports showing the load and time requirements have been met and also complete maintenance reports for all Eight (8) generators.
