The U. S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concerns only. The estimated value of this procurement (including the base period and all option years) is between $100,000.00 and $500,000.00. The small business size standard is less than 1,000 employees. The acquisition is for the drydocking and repair of the USCGC CORMORANT (WPB 87313) a 87FT Patrol Boat whose homeport is in Fort Pierce, FL. Repairs are to be performed at the contractor's facility. This work will include, but is not limited to: Base items: (1) Clean and Inspect Diesel Fuel Tanks, Install fuel tank baffles; (2) Clean Waste Oil Tank; (3) Clean Sewage Tank; (4) Clean Grey Water Tank; (5) Overhaul/renew, test sea valves; (6) Blast and Prime freeboard; (7) Preserve Mast; (8) Structural Modifications; (9) Spray Chine Reinforcement; (10) Welding Repairs ; (11) Align Red Gear/Engine; (12) Remove, inspect and reinstall propeller shaft; (13) Remove, inspect and reinstall propellers; (14) Recondition Propellers; (15) Inspect/recondition sea strainers; (16) Remove, inspect and reinstall rudders; (17) Preserve underwater body; (18) Preserve RIB notch; (19) Renew hull zincs; (20) Provide temporary logistics; (21) Provide temporary messing and berthing; (22) Routine Drydocking; (23) Preserve transducer hull ring and renew transducer. Option items: (1) Composite Labor Rate, (2) Lay Days and (3) GFE Reporting. Trained welders, who have been certified by the applicable regulatory code performance qualification procedures, shall accomplish all welding and brazing. At the present time, this acquisition will be issued under full and open competition procedures. However, in accordance with FAR 19.1305, if your firm is HUBZone certified and intends to submit an offer on this acquisition, please respond by e-mail to [email protected] or by fax (757) 628-4675/76. In your response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers and (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by April 15, 2002. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone set aside. Failure to submit all information requested may result in an unrestricted acquisition. A decision on whether this will be pursued as a HUBZone small business set aside or on an unrestricted basis will be posted in the GPE.
