The National Institutes of Health intends to negotiate on a sole source basis under the authority of 41 U.S.C. 253 (c)(1), as set forth in FAR 6.302-1, a contract with FEI Company, 5350 NE Dawson Creek Drive, Hillsboro, OR 97124 to furnish electron microscope maintenance service for Phillips Electron Microscope, components CM120, CM200, TECHNAI F30HE, TECHNAI T12 located on the main NIH Campus in Bethesda, MD, the Rocky Mountain Laboratories in Montana and the Baltimore/Washington area. The contractor shall perform two(2)scheduled service visits to perform preventative maintenance on existing Phillips Electron Microscope components to assure that they meet original technical specifications, unscheduled maintenance (repairs) on existing FEI Electron Microscope components to asssure that they meet original technical specifications, deliver Service Report of scheduled and unscheduled maintenance to the Project Officer at the conclusion of all maintenance, maintain a telephone line and email account for telephone support (consultation), maintain all service history of serviced equipment at contractor's place of business, provide full-time service personnel who have had training and experience in the maintenance of FEI (formerly known as Phillips Electron Optics) electron microscope equipment, responde to unscheduled maintenance requests (repairs) within forty eight (48) hours, and provide service parts. The period of performance shall end on March 31, 2006. FEI Company is the only known source capable of providing the required electron microscope maintenance. Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals, however, all responses received within 15 calendar days from date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determing whether to conduct a competitive procurement.
