The National Cancer Institute (NCI), Laboratory of Cell Biology (LCB), plans to enter in to a sole source procurement for a service contract on the Government owned Polara Microscope D256 with FEI, Co., 5350 NE Dawson Creek Drive, Hillsboro, Oregon 97124. The North American Industry Classification System Code is 811219 and the business size standard is $6M. The requirement is being prepared in accordance with the format in FAR Part 12. This acquisition is being made in accordance with the test program for using simplified procedures for certain commercial items authorized in FAR Part 13.5. Modern Electron Microscopes such as the Polara microscopes manufactured by FEI Co. are installed in the lab and are highly complex instruments requiring continuous servicing by FEI factory trained,qualified engineers. The main research objective of the Polara is the recording of cryo-tomographic tilt series on a continuous basis. Any time the microscope is not performing this function it is detrimental to the NCI research objective. There is a complex level of digital access to the microscope and its systems permitted only to the qualified FEI service engineers. Service agreement requirements: Contractor shall provide all labor, material, equipment and major parts included in coverage. All maintenance services shall be performed in accordance with the manufacturer’s standard commercial maintenance practices. Contractor shall provide two (2) scheduled preventative maintenance inspections per contract period of performance. Emergency repair service shall be provided twenty-four hours daily, seven days a week. In the event of software updates, the contractor shall provide Software Service in accordance with the manufacturer’s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. The warranty on the microscope is only guaranteed if the microscopes are serviced by FEI Engineers. Period of Performance: September 26, 2005 – September 25, 2006. FEI, Co. is the only source known to the NCI that can provide the aforementioned service agreement requirements to maintain the highest level of professional care in operation and maintenance. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 pm EST, on September 23, 2005.
