The Department of Veterans Affairs, Network Contracting Office (NCO) 17 intends to award a firm fixed price services contract to Fujifilm Medical Systems U.S.A,, Inc, to provide a maintenance service agreement in the form of a software license for Fujifilm Synapse Picture Archiving and Communication System (PACS) for equipment belonging to the South Texas Veterans Health Care System (STVHCS) and located at the Audie L. Murphy VAMC, 7400 Merton Minton Blvd., San Antonio, TX, 78229-4404, and which is also the requesting location. NAICS 811219 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart FAR 13.106-1(b), when a CO solicits from a single source for purchases not exceeding the simplified acquisition threshold if the CO determines that the circumstances of the contract action deem only one source reasonable available because the supplies or services are unique or highly specialized. The described contract will provide recurring services for the STVHCS, and only Fujifilm can fulfill this requirement. No other company is expected to respond to this requirement. Period of performance shall be from the date of award and will extend for 12 months hence with one, one-year option period. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available except for the draft Statement of Work attached to this notice. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Specialist, Jerry Hyndman, at [email protected] no later than March 9th, 2016, 12:00 PM CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
