NASA/LARC intends to purchase the items from Beyond Photonics, LLC. Beyond Photonics is intimately and exclusively familiar with the NASA LaRC Doppler wind profiling lidar system called Doppler Aerosol WiND (DAWN). This procurement is a follow-on, to increase the DAWN's lidar system efficency, to a previous order with Beyond Photonics where problems were identified. Beyond Photonics is experienced with DAWN and with its problems, and is uniquely qualified to direct the repair of DAWN. Selecting another vendor for this work presents a significant risk of compromising the lidar systems integrity and forcing NASA to make major costly overhauls to the entire system to return it to its current operating status.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12:30 p.m. local time on 08/14/2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
