The Department of Veterans Affairs, VISN 17, intends to award a contract to GE Healthcare, 9900 Innovation Drive, Wauwatosa, WI 53226 for the provision of Maintenance Support and Repairs to the Prucka Cardiolab System located at VA North Texas Health Care System (VANTHCS), 4500 South Lancaster Road, Dallas, Texas 75216. The NAICS code for this procurement is 541519 and SBA size standard is $25,000,000. This procurement will be processed under Simplified Acquisition Procedures and procurement type is Other Than Full and Open Competition, as authorized by FAR 6.302-1. This notice of intent is not a request for competitive proposals and no solicitation will be issued. Contracting Activity and Requiring Agency: VISN17 Heart of Texas Health Care Network for V A North Texas Health Care System (VANTHCS) 2. Nature/Description of Service: Maintenance and support for GE Marquette Prucka Cardiolab system located at VANTHCS, 4500 S. Lancaster Rd., Dallas, Texas 75216 3. Estimated Value: Annual cost to the V A for Maintenance and Support of the GE Prucka System is estimated at $40,791.60. 4. Identification of Statutory Authority: FAR 6.302-1, Only One Responsible Source and no other service will satisfy agency requirements 5. Justification: The GA Prucka System is proprietary equipment which can only be serviced through GE Healthcare and its training facilities. GE Healthcare does not train third party personnel. All GE Healthcare Field Engineers are trained and certified in all Cardio Lab IT hardware and software. 6. A Special Notice of Solicitation no.VA-257-09-RP-0106 will be posted in BizOps. 7. Anticipated cost to the Government is considered fair and reasonable following review of GE's quote, by the using service. 8. Market Research: Market research revealed more than 900 small businesses with NAICS code 541519; however, due to the proprietary nature of the equipment/software to which service is required, only GE trained and certified technicians may provide service in response to this requirement. 9. Any Other Supporting Facts: VANTHCS has acquired these required services for the past year and the contract file for the previous year also contains a Justification for Other than Full and Open competition which addresses the proprietary nature involved in acquisition of service to the equipment/software. 10. No source, other than GE Medical Systems Information Technology, has expressed interest in this acquisition. 11. The only known action that can be taken to remove barriers to competition, for acquisition of service & support to the contractor's proprietary equipment, rest solely with the contractor. The complete justification will be posted in accordance with FAR 6.305
