NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). The Electronic Systems Center, Cryptologic Systems Contracting Division (HNCK) intends to award on a sole source basis a Firm Fixed Price contract for the repair of 5 WSTI Cameras and 2 SLRTI Complete Systems to the OEM, FLIR Systems, Inc., 25 Esquire Rd., North Billerica, MA 01862. This proposed repair acquisition is for five (5) WSTI Cameras, NSN: 5855ND024144J, P/N: 194760 and two (2) SLRTI Complete Systems, NSN: 6350ND024680J and P/N: 614005655. Required Delivery: October 2011. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by September 2011. FLIR Systems, Inc., (OEM) is the only known source that meets the Government'srequirement as it has proprietary rights for the Manufacture/Repair of the required items. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within ten (10) days of this publication.
