NOTICE OF PROPOSED CONTRACT ACTION (NOPCA). THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The Contracting Branch (ESC/HNCK), Cryptologic Systems Division, Cyber and Netcentric Directorate intends to award a Firm Fixed Price contract for the repair of WSTI CAMERA AND SLRTI COMPLETE SYSTEM equipment to the OEM, FLIR Systems, Inc., 25 Esquire Rd, North Billerica, MA 01862-2501. This proposed repair acquisition will include the following: six (6) each, WSTI Camera, NSN: 5855ND024144J, P/N: 194760; and one (1) each SLRTI Complete System, NSN: 6350ND024680J, P/N: 614005655. Required Delivery: 30 days after receipt of assets. Theproposed contract action is for supplies/services for which the Government intends to solicit and negotiate with only one source IAW 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, only one (1) responsible source. The Government intends to make an award by April 2011. FLIR Systems, Inc. (OEM) is the only known source that meets the Government's requirement as it has proprietary rights for the Manufacture/Repair of the required items. No technical data/drawings/Technical Orders are available. If a firm believes it is capable of meeting the Government's requirement, it may identify its interest and capability to the Contract Specialist within ten (10) days of this publication.
