The Department of Veterans Affairs, Network Contracting Office 15 (NCO 15), intends to award a sole source, firm fixed price contract to Volcano Corporation, 3661 Valley Centre, Dr, Ste 200, San Diego, CA 92130-3036. The requirement will be for Volcano Corporation to provide preventive maintenance services on 2 proprietary Ultrasonic Scanning Systems (Model S5i). Volcano Corporation will complete one preventive maintenance on each Ultrasonic Scanning System for a total of 2 jobs. Location is the Robert J. Dole VA Medical Center, 5500 E Kellogg, Wichita, KS 67218-1607. The applicable NAICS code for this procurement is 811219.The size standard is 20.5 Million Dollars. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements). Based on information the Government has received from Volcano Corporation as the Original Equipment Manufacturer of the Volcano Ultrasonic Scanning Systems they are the sole provider of preventative maintenance and service on these systems. They do not authorize other service providers to work on these systems and if any other service provides performs any type of maintenance on these systems Volcano Corporation will be unable to certify the system for clinical use. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contract Specialist, [email protected] no later than April 17, 3:00 PM CDT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
