The West Texas VA Health Care System (WTVAHCS), located in Big Spring, TX, is seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 511210. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than NOON Central Time, September 2, 2016. Responders are solely responsible for all expenses associated with responding to this Notice. SCOPE OF WORK A.1. INTRODUCTION: The WTVAHCS utilizes a middleware information management package to coordinate the communications from instruments to the hospital LIS system. The current provider is Data Innovations, Inc., and they have provided these services for the WTVAHCS the past 15 years. This is a critical renewal item for the facility. This software allows instruments to use bidirectional communication in the transmission of laboratory information. Without this software capability the laboratory would be required to manually enter volumes of patient data both to the instruments and back to the LIS. The opportunity for erroneous data to be entered into either system is an unacceptable risk. The time required to enter this data would be impossible under current resource allocations. A.2. BACKGROUND: An HL7 interface forms the basis for the exchange of healthcare information between the VISTA Laboratory software application and all non-VISTA systems, especially those non-VISTA systems that generate laboratory result information. Implementation of a HL7 messaging interface between the VISTA Laboratory package and a non- VISTA information system consists basically of two parts: " Certified communication software and hardware. " Non-VISTA system capable of sending and receiving Laboratory HL7 order and result messages. Non-VISTA systems involved are the various pieces of automated Laboratory instrumentation that perform testing on patient samples and generate results. The certified communication software selected by the Pathology and Laboratory Medicine Service (P&LMS) at the WTVAHCS is Data Innovations Instrument Manager Platform. A.3. SCOPE OF WORK: The purpose of the interface is two-fold: " To quickly and accurately transmit HL7 order messages from the VISTA Laboratory package, translate these messages into a format that the non-VISTA systems involved can interpret, and then route these messages on to the appropriate non-VISTA system so correct testing will be performed. " To quickly and accurately transmit result messages from the non-VISTA system once testing is complete, translate these messages into an HL7 format, and then route these results to the VISTA Laboratory package. Data Innovations Instrument Manager platform basically acts as a transmitter, receiver, router, and translator. The system is critical to good laboratory practice at the WTVAHCS. PART B - WORK REQUIREMENTS B.1. TECHNICAL REQUIREMENTS: Data Innovations software currently consists of the following components: (1) Instrument Manager Core Software v8.10 (1) Instrument Manager Base Software (1) Instrument Manger Interface Connection (1) Specimen Management B.2. MAINTENANCE OF INTERFACE: The Data Innovation Instrument Manager software may be maintained through a 24/7 helpdesk. Support is requested via phone.
