Questions and Answers
Is this project sales tax exempt? If the project is sales tax exempt can the government
provide a sales tax exemption certificate?
Answer: A sales tax exemption certificate will be provided to awardee if required.
Will the Government provide VA badges/PIV cards for contractors working on-site for this project?
Answer: Yes, PIV badges for those expected who work at least 30 consecutive days. Otherwise, a visitor badge will be required each time as needed.
If contractors are provided a VA badge/PIV card, will they be allowed to move throughout the facility without a VA escort? If not, what areas of the facility specifically require VA escorts to enter?
Answer: Contractors issued a PIV badge will have access to the work areas only. Otherwise, all other areas will require an escort for access.
Will the Government provide contractors with access to locked workspaces (such as
mechanical rooms and plumbing closets) via badge/keycard access?
Answer: Dependent on the space.
Will the Government provide contractors with access to locked workspaces (such as
electrical rooms and plumbing closets) via a master key?
Answer: Plumbing closets are not in the scope of this project. Access to mechanical
space, electrical room, and elevator equipment rooms will be given. No master key will
be given.
Can the VA describe all tasks that may be required for this project as it relates to infectious control?
Answer: This is not a project. This is a service contract. The contractor shall adhere to all PPE protocols for the spaces requiring access. Examples of dressing out required will be required in Sterile processing, operating rooms and some patient rooms. The contractor shall ensure that all carts and materials maneuvered through the facility are kept clean and secured.
What is the level of infectious disease control rating for this project at this facility?
Answer: None
Will the government accept the use of the industry leading Procore Project Management
software as the primary submittal and data tracking tool for this project? The software is
compatible with the VA s networks and is currently in use at many VA locations.
Answer: Yes, as long as the contractor provided the VA with username/password access.
Will the VA allow a single individual to act as the Quality Control Manager (QCM), Site
Safety & Health Officer (SSHO), and on-site Superintendent (Super) for the prime contractor on this project?
Answer: No. This is a service contract. A superintendent is not required nor desired for this contract. A site safety and health officer are not required. A quality control manager is required.
Where will the designated parking area be for workers accessing the construction site?
Answer: The Patient parking garage, beginning at Level 5, as space allows. Otherwise, street parking. Workers need to be COVID-19 screened each day before entry to the facility.
Will the VA provide a location to store materials on-site prior to the start of work, and will this location be available for the full length of the project?
Answer: There are no designated storage areas on the facility.
The NAICS code provided in the solicitation is 811310, which represents this project as a
service contract. Can the VA please confirm if the prime contractor s self-performance
requirement is 50% as specified by 13 CFR 125.6 (Limitations on subcontracting
requirements in the FAR).
Answer: Amendment 0001 was posted 03/23/2021 on Contract Opportunities changing the NAICS Code to 238290. The prime contractor s self-performance requirement is 50% as specified by 13 CFR 125.6 (Limitations on subcontracting requirements in the FAR).
Will this contract require a full-time employee on-site to provide service for elevators?
Answer: Yes.
Is the VA willing to provide a not to exceed budget for materials required to make repairs throughout the year of maintenance?
Answer: The contractor shall provide all materials, etc. for items at or under $3500. Individual items over $3500 shall be submitted to the VA for approval prior to purchase. Modification to the contract or separate purchase order will be issued for these items.
Will fire alarm and annual testing inspections be completed during normal working hours, or during off-hours?
Answer: Off hours though opportunities may arise for work to occur during normal working hours. These hours are not inclusive of the overtime hours already allotted in the contact.
This solicitation does not have a specific hour s requirement a contractor must be onsite each week. This contract includes performing maintenance on 42 elevators at the New Orleans VAMC, 35 of which are traction cars. Based on the number and type of elevators onsite in comparison to other VA contracts our team has nationwide. We believe this contract requires a full-time mechanic (40 hours a week) to ensure safe and efficient operation. Will the VA please consider including an hour s requirement for this amount in the solicitation?
Answer: The contractor must provide a full-time mechanic (40 hours a week). This does not include emergency hours.
Page 33 of the solicitation under technical quote requirements letter g. states: The Contractor shall be licensed by the State of Louisiana to provide the elevator maintenance and repair services specified in this contract.
Please confirm Contractor s licenses can be provided after award of the contract.
Answer: The contractor must provide proof of equivalent license prior to award. Licenses must demonstrate adherence to ASME requirements.
Can the latest elevator inspection reports be provided for all elevators?
Answer: The inspection report will be available to the awardee.
The solicitation states the following:
Contractor shall provide at the minimum examples of three (3) similar type and scale to this scope of work.ÃÂ Projects must be completed, and bidder must have acted as the prime contract holder.ÃÂ Experience of subcontractors do not apply.
Will the VA accept past performance from subcontractors to meet this requirement?
Answer: Yes
Can a site plan with the locations of all the elevators be provided?ÃÂ
