The Department of Veterans Affairs, Network Contracting Office (NCO) 15, intends to solicit and award a sole source, firm fixed price contract with one Large Business (LB) source, Life Technologies. This acquisition is to ensure the continuous reliability of the purifier/sequencer system and ancillary equipment. The equipment is critical for surgical services at the VA Medical Center and the reliable and accurate operation of the equipment at all times is considered critical to the health of patients. Market research confirmed that no other vendor, other than Life Technologies, supplies the parts included in this acquisition. The Veterans Health Administration prohibits the use of gray market items. Gray market items are considered to be items outside of the original equipment manufacturer s intended distribution channels. Services Required: Line Item Manufacturer Model EE # 1 Thermo Fisher Scientific Ion Genexus 219503 2 Thermo Fisher Scientific Genexus purification system 219501 This purchase will be made under Simplified Acquisition Procedures, as authorized by and in accordance with FAR 13.106-1(b). The anticipated award date is 30 April 2024. The prices offered for this acquisition have been determined to be fair and reasonable after a comparison of both the Independent Government Cost Estimate (IGCE) and historical pricing. The NAICS Code for this requirement is 811210 Electronic and Precision Equipment Repair Maintenance and the size standard is $34.0 million. This notice of intent to sole source is not a request for quotes; however, all responsible sources may submit a capability statement which shall be considered by the Government. All capability statements must be received no later than 8:00 AM CDT on Monday, April 22, 2024. Responses are to be submitted to Tim Fitzgerald, Contracting Specialist at [email protected]. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government and supporting Contracting Officer.
