This is a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e).  A Request for Proposal (RFP) and Request for Quote (RFQ) are not applicable for this query and no solicitation document exists for the request.  This RFI is for planning purposes only and shall not be construed as a RFP, RFQ, nor as an obligation on the part of the Government for follow-on acquisition. However, if you are able to provide ALL of the requirements listed below, you may submit a Proposal and/or Quote with the knowledge that it will be accepted for planning purposes only.  No commitment, promise, nor guarantee is implied by its acceptance.  It will simply be used to determine if your company's product / services / capabilities meets our requirements.

NOTE 2:  All capability statements will be accepted.  Interested respondents should submit a brief capabilities statement package (no more than 2 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firm's ability to perform this requirement.  Generic capability statements will not be accepted.  At a minimum, the package shall contain the following:

NOTE 3:  If you submit a quote in lieu of a capability statement, you may do so as long as it is with the understanding listed on the very 1st paragraph above.  You must include everything as stated in NOTE 2 (a) and (b) above.  Responses to this notice are not offers and will not be accepted by the Government to form a binding contract.  Responders are solely responsible for all expenses associated with responding to this RFI.  All information received in response to this RFI that is marked as proprietary or confidential will be handled accordingly.
