This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

This solicitation 1305M2-20-Q-NWWR-0067 constitutes a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-04/01-15-2020.

This solicitation is conducted as a Full and Open competition (unrestricted) and the associated NAICS code is 561720 - Janitorial Services, with a size standard of $19.5 million.

The Government anticipates a Firm Fixed-Price (FFP) contract will result from this solicitation. 

The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO), Eastern Region Acquisition Division - Kansas City is seeking to purchase janitorial services for the National Weather Service (NWS) Weather Forecast Office (WFO) in Syracuse, IN in accordance with the Statement of Work (SOW) included herein.

The contractor shall provide all supplies, materials, equipment, tools, personnel, and supervision to clean the Weather Forecast Office (WFO) as described in the statement of work.  The facility has approximantly 5,370 square feet of cleanable space (approximately 50% carpet, 50% tile), 18 windows, and 22 employees.  This facility is in operation 24/7.

Quoters shall submit all questions concerning this RFQ via email within 7 days of the issuance of this solicitation. 

Quoters must be registered in the System for Award Management (SAM) at the time the quote is submitted.

PRE-QUOTATION CONFERENCE:

A pre-quotation teleconference is scheduled for Thursday, February 20, 2020 at 2:00 PM Central Time. This teleconference is not mandatory, but interested parties are strongly encouraged to call the number below at the date and time listed. This is an opportunity for interested parties and the Contracting Officer to identify and resolve any concerns regarding performance requirements, the SOW, or the feasibility of the requirement. Any questions received and answers provided during the teleconference will be posted as an amendment to the solicitation.

The site visit is not mandatory, but quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of performance; to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of a purchase order.
