Naval Air Systems Command (NAVAIR) intends to award a contract to Northrop Grumman Systems Corporation (NGSC), Melbourne, FL for supplies and services required for delivery, installation, and testing of one (1) Japan E-2C compatible AN/APX-122A Mode 5/S Interrogator and Transponder units in support of the NAVAIR PMA-231 E-2C Hawkeye Program for the Government of Japan. The supplies and services to be procured include non-recurring engineering required for the developmental laboratory work, integration laboratory testing, software modifications, technical data, training, and post installation ground and flight testing support, kits, and associated hardware required for aircraft integration. The delivery of supplies/services to be furnished is within 24 months from the date of contract award.
NGSC is the original equipment manufacturer (OEM) of the E-2C aircraft and is the only firm with the requisite technical data rights, tooling, test facilities, and possession of the in-depth knowledge of the designs necessary to resolve safety, reliability, and readiness problems in a timely fashion. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-4 - International Agreement.
