502d Contracting Squadron, Joint Base San Antonio (JBSA) - Randolph is planning to issue an Request for Proposal (RFP) for an Indefinite-Delivery (ID) - Requirements Task Order contract for Bus Transportation Services on JBSA-Lackland. The proposed solicitation number is FA3089-15-R-0002 and the North American Industry Classification (NAICS) code for this requirement is 485113 with a size standard of $15M. The offeror/contractor providing buses and/or drivers shall be certified by the Defense Travel Management Office (DTMO) (www.defensetravel.dod.mil) and be an approved DoD carrier at time of proposal (as previously stated in Sources Sought notice (FA3089-15-R-0002) dated 22 September 2014, and Special Notice (FA3089-15-R-0002) dated 20 January 2015). The period of performance will consist of a five (5) year ordering period with the option to extend services for not more than six (6) months. All information required for submission of an offer will be identified in the solicitation.

The scope of work to be performed under the terms of this contract consist of the contractor transporting Air Force recruits, basic trainees, civilians, and technical school students to various activities and locations on JBSA - Lackland, Kelly Field Annex, Lackland Training Annex (LTA) and various other locations in and around San Antonio. As part of this requirement, the Contractor will be responsible for providing all management/supervision, personnel, vehicles, maintenance, equipment, and supplies to cover student training transportation needs for JBSA - Lackland. The transportation requirement includes performing several shuttle runs (including weekends and holidays) by transporting passengers between JBSA - Lackland locations. In addition to exclusive service within JBSA - Lackland the Contractor will be required to provide both scheduled and unscheduled transportation throughout JBSA to include the Medina Annex, Camp Bullis, JBSA - Randolph and JBSA - Fort Sam Houston. Along with providing student transportation support between various JBSA locations, bus transportation will also be required to and from the San Antonio International Airport via daily scheduled shuttles and incidental unscheduled service for larger movements.
