AFMETCAL at Heath OH intends to solicit and award a Sole Source Firm Fixed Price contract under Simplified Acquisition Procedures (SAP) in accordance with FAR Part 13-Simplified Acquisition Procedures and FAR Part 12-Acquisition of Commercial Items for the purchase of JCAST/ACAST (Joint Combined Aircrew System/Altitude Combined Aircrew System) calibration kits to Chemring Energetic Devices, Inc. (Cage 93455). Chemring Energetic Devices, Inc. possess the proprietary rights to the details of the system design as well as how it interacts with the JCAST/ACAST system. Therefore, based on market research conducted Chemring Energetic Devices, Inc. is the only supplier that can offer calibration kits. The Government envisions a Firm Fixed Price type contract with a basic year and 2 option years through 30 September 2020. The anticipated quantity is 14 each in FY18 and with the option of up to 4 each in FY19 and 6 each in FY20. There is no guarantee that an option year will be exercised. The requirement is for JCAST/ACAST calibration kits are in accordance with the Purchase Description and data requirements, which are available for download at this site.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. No solicitation package will be issued. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by AFMETCAL. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required item within fifteen (15) days of this publication.
