Joint Counter Radio-Controlled Improvised Explosive Device Electronic Warfare (JCREW) Increment One Block One (I1B1) - Low Rate Initial Production - Lot 2
The Department of the Navy intends to procure an additional 39,000 hours of Engineering Support Services (ESS) to support Low Rate Initial Production (LRIP) of the Joint Counter Radio-Controlled Improvised Explosive Device (RCIED), Electronic Warfare (JCREW) Increment One Block One (I1B1) Systems, from Northrop Grumman Space and Mission Systems (NGC). A sole source LRIP contract was awarded to NGC in September 2015 which included ESS. During the initial stages of LRIP production, NGC was authorized, under a technical instruction, to address and resolve observations from Initial Operational Testing and Evaluation (IOT&E) related to warfighter feedback and suitability improvements. The ESS hours needed to complete this tasking were more than anticipated at the time of contract award and used ESS hours initially planned for LRIP Lot 2 support. The LRIP Lot 2 option was awarded in July 2016 and the Navy's requirement for LRIP Lot 2 ESS remains unchanged.
The estimated value of this proposed contract modification is $6,577,740. The revised total estimated value of this contract is $219,976,820. The revised Government estimate is based upon the negotiated ESS labor rate on the existing contract.
