Solicitation documents have been released. A site visit has been scheduled for 28 July 2010 at 1:00 pm CST. See FAR 52.236-27 in Section L of the solicitation documents for further instructions.

The 319th Contracting Squadron at Grand Forks AFB, ND intends to award a single firm fixed price contract for project JFSD 200907 Repair HVAC - Ground Source Heat Pump-CATM. Contractor shall furnish all plant, labor, materials, supplies, and supervision necessary to perform the project in strict accordance with the Technical Specifications and Drawings. Project includes, but is not limited to replacing the building's existing HVAC systems with a ground source heat pump system. The system consists of a nearby well field and multiple heat pumps to replace the existing HVAC system. New systems will utilize existing ductwork as illustrated on the plans. All systems and associated equipment taken out of service shall be removed. The magnitude of the resulting contract is between $100,000 and $250,000. The performance period will be ninety (90) days with a winter exclusion for the exterior work only. The North American Industry Classification System code for this acquisition is 238220 with a size standard of $14 M. This project is part of the Small Business Competitiveness Demonstration Program. The solicitation is issued as unrestricted (NO set-asides). All interested businesses may submit a proposal.

This will be a Request for Proposal (RFP), Performance Price Tradeoff (PPTO) solicitation. There will be no public bid opening. Award will be made based upon Best Value to the Government in accordance with FAR 15 and the terms in the solicitation. The government reserves the right to award a contract to other than the lowest price. Evaluation factors will be set forth in Sections L & M of the solicitation.

No paper copies or CD-ROMS will be issued. Once the solicitation is posted, it is incumbent upon the interested parties to visit this website frequently for any updates and/or amendments to all documents.
