The Executive Office for United States Attorneys (EOUSA), intends to solicit and award a Purchase Order to Deosi LLC, 2961-A Hunter Mill Road, Suite 610, Oakton, VA 22124, under the authority of FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The EOUSA anticipates award of a Purchase Order, on a sole source basis, to Deosi LLC for Jive Collaboration Software licensing. The period of performance is anticipated to be for twelve months.
In August of 2015, EOUSA’s Office of the Chief Information Officer(OCIO) acquired Jive collaboration software (Jive) licensing for use as part of the USACloud project. Since that acquisition OCIO, with the assistance of contractor Information Technology (IT) integrators, have integrated Jive into USACloud. To date, OCIO has spent several hundred thousand dollars integrating Jive into USACloud. Among other things, OCIO has: (i) configured Jive to run in Amazon Web Services; (ii) modeled Jive so it can be deployed on-demand using cloud automation software; (iii) customized the Jive user interface to meet USACloud needs; and (iv) developed various administrator and end user training materials to support USACloud users.
USACloud is now an operational system support more 1,100 users across more than 175 cases. OCIO now has numerous case teams using Jive to collaborate on active DOJ cases. Indeed, more than 1,100 case team members use Jive to meet their case team collaboration needs. These users have received training in how to use Jive. They have also developed workflows for using Jive in their cases. What is more, they have created and/or uploaded thousands of documents and artifacts in Jive in support of their case team requirements. To support the next phase of the pilot project. OCIO needs to renew its Jive software licensing in order to support the growing number of pilot projects that are (and will) make use of USACloud. OCIO’s new acquisition of Jive is justified because using software other than Jive would: (i) require OCIO to start from scratch to re-integrate, develop around, and develop training materials for a new piece of collaboration software; (ii) delay OCIO’s ability to allow onboard additional USACloud pilot projects by more than six months; and (iii) jeopardize continued funding for the USACloud project, as funding is contingent on USACloud demonstrating successes with pilot projects in the near term; (iv) cause significant disruption to those case teams already using USAcloud as they would lose access to the Jive software and would be required to export all of their information and reload it to an alternative software when it was available, resulting in significant wasted time and effort.
