The selection process consists of an evaluation of proposals submitted in response to this RFP, interview, and Coefficient bid. It is the intention of the Port of Seattle to enter into a Job Order Contract (JOC) with selected Contractor. The Port intends to conduct a pre-proposal conference to answer questions regarding this solicitation on Thursday, August 8, 2019 at 10:00AM at the Port of Seattle, SeaTac Office Center 17900 International Blvd. Suite 400B Room: Ballard Locks; Sea-Tac, Washington, 98188 The minimum committed amount to be contracted with the JOC is $50,000. The estimated maximum total of this JOC is $4,000,000 per contract year. The initial JOC term is two (2) years, with an option of extending the contract for one (1) additional year. The unit price book to be used for establishing Job Order pricing is RS Means âFacilities Construction Cost Dataâ, 2019. Each bid must be accompanied by a cashierâs check, money order, or surety bid bond, in an amount of not less than $200,000.00 of the total bid, made payable to Port of Seattle. An Airport Security bond will be required with the Contract if any work is conducted at the South Satellite of Sea-Tac International Airport. Performance and Payment bonds will be required either with each work order individually or a blanket dollar value of $4,000,000 per year. A portion of this Contract requires work to be performed within an area of the Airport controlled for security reasons. All Contractor personnel working in restricted areas (including AOA, Secured, SIDA and Sterile areas) on this project shall have Port of Seattle airport-issued identification / access badges in accordance with Title 49, Code of Federal Regulations (CFR), Part 1540/1542 and the Airport Security Plan. Bidders should consider the impact of acquiring badges when preparing their bids. This Contract may require work to be performed within an area of the Seaport controlled for security reasons. That area is defined as the area within a Coast Guard Regulated facility subject to the provisions of the Maritime Transportation Security Act (MTSA) of 2002 and Title 33 CFR, Part 105, delineated by security fence, and all other restricted areas indicated on applicable drawings, or as posted on the Seaport premises (ârestricted/secured areaâ), or otherwise defined under each Terminal Facility Security Plan. No Contractor personnel are allowed to work in these restricted areas without a valid TWIC. The Port reserves the right to reject any and all proposals and to waive any informality that it deems to be in its best interest.
