The Louisville District intends to enter into a sole-source procurement in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This is a new sole-source procurement for a service contract with CSX Transportation, Inc. for Engineering review of Johnson County FRM project Plans and specifications in order to provide comments that will ensure both parties are in agreement before construction commences.  only CSX can review the plans and specifications to ensure compliance with their policies and regulations. As the owner and operator of the rail lines, CSXT has a legal responsibility to approve any work on or that may impact their property or their rail lines.
