THIS IS A SOURCES SOUGHT ANNOUNCEMENT FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH.

The purpose of this sources sought notice is for information gathering and planning purpose only. The 502d Contracting Squadron at Randolph AFB (502CONS/JBKBB) is seeking qualified vendors that can provide a Muslim Distinctive Religious Group Leader (MDRGL) in support of chapel services across Joint Base San Antonio (JBSA) and Camp Bullis. JBSA is comprised of Lackland AFB, Randolph AFB, Fort Sam Houston and the Camp Bullis Training Annex.
The MDRGL shall be a Muslim Imam in good standing with their endorsing agent. A letter from the endorsing agent must be provided to the Contracting Office and the Muslim/Branch Chief Chaplain.

The MDRGL must have an Ecclesiastical Certification and be able to provide a copy to the Contracting Office and the Muslim/Branch Chief Chaplain.

The MDRGL must be able to read, write, speak and understand English fluently. English shall be the only language used with regard to this contract for written correspondence, discussions and other business transactions.

The MDRGL must be able to administer both the documentation of services performed and the timely rendering of payment for services. For computer access, the MDRGL will be required to meet DoD and AF training, policies and guidance for system access and conduct.

The Muslim Distinctive Religious Group Leader (MDRGL) will provide worship services within the JBSA community to include special services and events, seasonal observances, Religious lectures, Obligatory Prayers, Lay Leaders Education and Meetings, Emergency Hospital and Counseling requests. The preponderance of services will be conducted as needed.

The MDRGL shall be competent and able to perform all required services or events to which they are assigned within JBSA.

The MDRGL shall be at the respective places of worship within JBSA and prepared for each service no later than thirty minutes prior to start time any service, event or special service. Dress and appearance standards will be determined by the Muslim/Branch Chief Chaplain.

The MDRGL shall complete the monthly user file for Air Force Chaplain Corps Activity Reporting System (AFCCARS) by the 5th day of each month.
